Gaming Graphics card help? Need 45+ fps at high-to ultra settings!

Ok so, first of all. thank you for checking out my post! I have a build atm, and I need a gpu, simple as that. I have been looking into the r9 280x, gtx 970, r9 390, etc. I have a budget, sadly, but I'm sure its decent. I'm looking for a card thats under $275 (including rebate). I'm looking for 45+ fps, at high (minimum quality I'd want to set at medium) to ultra settings. The games I want to play are Black Ops 3, The Witcher 3, GTA 5, Until Dawn (when it comes out for pc) etc. With those 3 games you can tell, what games I like to play.
If you have a suggestion for my build, edit the ones that are not purchased (except the heat sinks, since I will definitely be buying them) and try to match the price, with a $5-10 pay increase, or an x amount of pay decrease. I want MAXIMUM performance, and a stable build :) If you can find ways for me to save money money, so I can buy a better gpu, do that too. Any money you save me will go for the gpu :)

ALSO, please don't say anything about the motherboard, and the cooling issues! I will be adding heat sinks, to the motherboard (since it doesn't have any with it) and have proper cooling in my build to prevent it from overheating etc like some may say.

First off we need to know what resolution you will be running at. I assume 1080p as you won't get 4k 45+ fps at ultra for $275.

If you can up your budget by $20 you can get a GTX 970 after rebates etc from Newegg http://pcpartpicker.com/part/asus-video-card-turbogtx970oc4gd5

If you're stuck at $275 as a max, you're looking at a GTX 960 for around $160 http://pcpartpicker.com/part/asus-video-card-turbogtx960oc2gd5

As far as price to performance goes, I'd probably recommend upping the budget if possible and getting the 970.

One last thing, this Antec PSU http://pcpartpicker.com/part/antec-power-supply-hcg520m is MUCH better (and $7 cheaper) than the corsair one you've chosen. Don't get me wrong, Corsair PSUs can be great, but the CX line is budget at best. The CX unit is Tier 4 on this list, whereas the antec is tier 2 http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list.html. The 80w difference won't really make a difference to yourself, that antec unit will power most single card systems.

r9 390 is comparable in price and performance to the gtx 970 as well...
but then he would also need a minimum 650W PSU

Hes right it might be worth it adding the 20$ more for 2gb more vram it could help a lot for the resoulotion I might be wrong as I don't have a too good of a pc but it will be good if u did get that 970
