Hi , so ive been having issues especially when gaming is when it makes a big deal . Sometimes during regular use you can catch it . I end up getting packet loss and the players will skip and makes it impossible to play the game at times . I looked online and did a pathping but there really wasn't a second step after , nor do I know what this exactly means . I have screen shotted it . Any help would be appreciated . Also is there a possible electric issues can cause this ? any idea ?

Tools like this do not many times find intermittent error. You would have to be lucky and run them when the error happened.

What I would first try is a simple constant ping command to 8.8.8.8 running in a background window. You want to see if you have corresponding loss when you see issues in the game. If it does not then it is going to be something more complex than simple packet loss.

If 8.8.8.8 show a issue then do the same to 71.214.131.254 which is hop2 in the ping plotter. This is your ISP first router and it tests the connection between your house and the ISP. This is the most common place to have issues and generally the easiest to get the ISP to fix.
