Gaming laptop that can handle this?

Total war Warhammer seems to have a minimum requirement on 3.0ghz. The laptop I picked out seems to be 2.5ghz. I've always made stupid mistakes by ignoring research when Buying tech and wish to avoid another one. The laptop I want to Run this is

I Perfer to. Stick in the under $650 price range because it isn't me buying this with my Money. My pc is 3.6ghz so I'm fine. And yeah It has to be a laptop because my girlfriend is looking for a college friendly pc and entry level gaming machine.

Neither of those is going to play that game well. Total War games are extremely CPU intensive. Even my older FX-6300 rig really struggles with the newer Total War titles, and those laptops both have low-clocked dual core mobile CPU's. Don't worry about what the box says the requirements are. Their goal is to sell to as many people as possible.

You aren't going to find a laptop that can handle a AAA high-unit count RTS like that for $650.

If you go up to around $750-$800 you're more likely to find something acceptable.

With a gtx 950m and gtx 940m it's not really about what your CPU is like. With a 950m you will probably be at around 30fps on medium settings. with a 940m you will need to set the settings to low to be able to reach 30fps.

You can get much higher performance laptops than those razers. Razers run hot, and slower than other laptops with the same specs. They focus too much on being sleek and thin, but even then, they run hotter and slower than other thin & lights even.
I'd get a Eluktroniks Max/Mag 15/17, Maingear Vector/Element, or one of Walmart's EVOO laptops over a Razer any day. Cheaper, better performance, similarly thin & light chassis's that are aluminum or magnesium.
Microcenter is known for having very competitive prices. From them, a $2,299.99 Razer Blade gets you:

4K OLED 15.3" 60 Hz Display
Or, $1,899 for a Maingear Element 2:

Better CPU, better GPU, double the RAM, double the storage, better display (for gaming anyway, 2070 Max-Q is not at all suitable for 4K gaming, it's on par with a 1660 TI, a 2070 Super absolutely murders it, we're talking like 30-40% margin between the two), and $400 cheaper.
