Gaming monitor and headset

Hi everyone, ^^
I am thinking about buying a new gaming monitor and gaming headset.
My budget is around 200$-250$ for the monitor and 50$-100$ for the headset.
I would use them mostly for gaming (general gaming, not just like FPS's, etc...), but also for watching movies and listening to music, etc (not thinking about editing)
The features I’d like to have are the following:

MONITOR:
RES: 1920x1080.
PANEL: 23-24 inch panel.
I have read that TNs have a lower response time and IPS's have better colors, but which one is better for gaming? I mean probably lower response time is a more important feature to have, but I' ve also read that IPS's also have improved and mostly cost more :c, so yeah... what's better for you guys??
REPONSE TIME: less than 5 ms or rather 2 ms.

HEADSET:
'TYPE': surround, preferably 5.1.
Analogic or Digital I didn't really got to try both of them and hear the difference, so again i'd like to hear what you think.
CONNECTION: usb, 3,5mm jacks dosn't really matter but my pc dosn't have bluetooth.
COMPATIBILITY: PC: windows7, HomePremiumx64
