so i have a full gaming rig that plays 1080p games at more than 200fps. right now i'm rocking a five year old TV. I need a cheap monitor that has less than 5ms, more than 60 frames per second, and most importantly, less than 150 bucks.

Save up the extra $40 needed for this monitor, if your getting 200 FPS in most games then you'll want a 144hz monitor to utilize the majority of those FPS.
