GAMING MONITOR Under $160

I need a FULL HD (1080p) 21.5 INCH monitor under $160 for playing games like GTA 5 , Far cry 4 (GPU - r9 270x)
Points to consider -
-TN VS IPS
-Response time - 1ms, 2ms , 5ms difference (not more than 5)
-Input lag
-60hz VS 120hz
-Contrast Ratio

If you want a 120hz monitor, your panel of choice is TN. Which leads to a better response time of generally 1-3ms. For your price range I do not seem to see any monitors at 120Hz.
Even if you did get a 120Hz monitor, it will be useless unless your FPS will be able to fully utilize it. No reason to have a refresh rate of 120mz if you can barely pull 60. If you want to max out FC4, you will be lucky to touch 60FPS with a R9 270x. Not sure how GTA 5 will be.

IPS wont be less responsive with 5ms?... say i wanna play BF3 occasionally (in which i can pull higher frames ) or maybe CS : Go?
 
IPS panels are there to give you more color and quality to the picture, as TN panels are more designed for giving a faster image. For FPS games like you mentioned, you are better off going for a higher refresh rate in order to get the image faster so you can hopefully have a better reaction time. Unfortunately you are more than likely to have not as a good looking image. For gaming in general though, always shoot for 5ms and lower.
