Gaming PC (1080p) Max Settings 60FPS MAX settings?

What is a build that is compatible, around 1000$, and can run 60fps (or higher) while on max settings for most games today?

It can be a bit over 1000$ There may be exceptions to max settings 60fps like Crysis 3, obviously.

Will only be using a (1920x1080) 1080p monitor. If the parts require overclocking before reaching 60fps, then I'd like to know.

I'd like to be able to get at least 60fps on max settings for the latest games like EVOLVE, Battlefield 4 (Multiplayer), Arma 3, etc.

Cross fire is fairly unfamiliar ground on my part. I've heard many horror stories about incompatibilities and such with many games, and I'm wondering if I'll run into any x-fire problems such as that?

Eh, Crossfire isn't as polished as nVidia's SLI; Scaling isn't as good, etc. there's also the problem of heat; In a small and stuffy mid tower with only a rear exhaust there is going to be a whole heap of it, to the point of thermal throttling.
