I have a 2011 gaming PC
Intel Core i7-2600K .
Samsung SSD 850 Evo 250 GB.
Asus ML238H Full HD monitor (decent but expecting a better monitor in future)
Asus P8Z68 V-Pro Mobo
(USB ports do not work well.. sometimes they work, sometimes they don't). (USb 3.0 ports are jittery and fail to register External HDD at times.)

Corsair Vengeance DDR3 2x4GB RAM sticks. (one of the heat sinks fell off)

Corsair HX 750W power supply. (works just fine)

AMD Radeon 6870HD 1GB GPU. (Doesn't play many of the latest game titles{I like gaming at

1080p and max resolution with top performance} ).

APC 1000VA Back-UPS RS. (new batteries need to be replaced inside)
Creative 2.1 Speakers (don't work).
Logitech K330 Keyboard+Mouse combo (laggy and not good)

Cooler Master Hyper 212X Cooler.
Cooler Master Window Transparent case 430 Black (Front USB I/O's dead, broken)
need a case that can keep dust out majorly.
One blue led fan 80mm.

[I like to play games like Crysys 3,Call of Duty,Assassins creed,Batman,EA sports FIFA,Pro Evolution Soccer,Battlefield,GTA V,Just cause 3,Farcry series,The Witcher 3: Wild Hunt,Need for Speed] Played most of them at very low fps, stutter, framing and low graphics. Some don't work at all.

Is it time to upgrade?
if yes, then entire PC and list me the components. I stay in India so importing via newegg will cost me the same as local price.
budget around $1100~1300.

Should i go for an Audio Sound Card ?
I am thinking not to upgrade for the next 5-6 years after this.
Please do suggest me a PC that will be worth for gaming. Any side will do for me..
Getting confused and skeptical about Intel blocking Backwards Compatibility for coffee lake and Ryzen RAM overclock issues that are still not getting solved even after several BIOS updates according to forums.

or should i wait more if it isn't the time to upgrade.?

If you don't want to upgrade for the next 5-6 years I would definetly go into a high end GPU, maybe a gtx 1070 or 1080? If you had money to then upgrade to 16 GB of RAM, will be useful. If you want to upgrade your hole system then:

Here is a setup that is between 1100-1300 USD (I'm going to assume your budget is in USD?)
This is just over 1300

It has a gtx 1070 so good preformance, you have a ryzen 1600 with a really nice board for overclocking, good case for air flow, I would recommend getting the better PSU because its a higher end system, the cooler you will be able to keep, and I would get at least a 1 TB hard drive along with your 250 GB SSD

This System will be able to work fine

Here is a new build:
