I'm building a new gaming PC to replace my 2011 PC. I did some research and i came up with the build below.

Looks pretty good to me... I don't see any glaring issues... as long as you're good with 2TB storage you can add more later.

Be aware LGA1700 is an EOL platform. As for the CPU cooler... not sure if the 13700k requires the same AIO that the 13900k does... but something to think about.
 
I'm planning on using my old 8TB HDD for now and adding extra storage later.
I was actually thinking of waiting until the release of 14th gen CPUs, but I read that it is not going to be a big upgrade (correct me if I'm wrong)

if you overclock both GPU and CPU, you might need a 1000w PSU to accommodate those power spikes we see in the high end GPUs. You dont really need the highend 990pro.

1) Why did you suggest another cooler? is it better? or similar but cheaper price? I have read many good reviews and recommendations.
2) what am i going to miss going from Z790 tomahawk to this motherboard( seems excellent and covers most of my needs)

The B760 boards don't overclock ... not a biggy imo and the cooler is ARGB and cools great.
