I've highlighted in red what I'm imagining is stifling my performance the most, but I'm no expert. :)

Motherboard: ROG MAXIMUS X HERO
CPU: i7-8700K @ 3.7GHZ
GPU: RTX 3080 FTW
RAM: 16bg DDR4 3200Mh
PSU: EVGA 750 G2
Monitor: 34GN850-B @ 3440X1440p

Games: BF2042, COD Warzone II, Hogwarts Legacy, Flight Simulator, GTA 5 (eventually 6), most triple A games
Current performance: Ultra everything @ 3440x1440 with 45 FPS at worst.
Preferred performance: Ultra everything @ 3440x1440p with 90+ FPS

Thank you for your time.

Could upgrade to 13600k/13700k but that will require new motherboard. New cpu would certainly give you a boost but 8700k should still be capable of more frames than your worst case reported frame rate so the limiting factor here is also siding towards the graphics card and settings you're using.

are you by any chance limited by Vram amount in those 45fps worst case scenarios? cuz the resolution you play at is taxing with ultra high settings.

If you were to use DLSS which would upscale from a lower resolution, that would help a lot. Bu i dont know if all the games you have listed have DLSS...

The 3080 should be capable of providing smooth performance at 1440p with your wide screen.

I would recommend updateing your cpu and motherboard.

What budget do you have. It's not a bad time to purchase right now, some good deals are popping up. What country and if in the US do you have a Micro Center near you?

The easy one to discount is ram.
Intel is not much dependent on ram speed.
If you are not multitasking while gaming, then 16 gb of ram is sufficient.
To check, look at task manager/ resource monitor/memory tab/ hard fault page rate. while things are active. A hard fault rate more than zero says you need more ram.

The I7-8700K was as good as it gets some 5 years ago.
Current 13th gen processors are very much better.
An upgrade to I5-13600K would be good.
Here is a review:

Your I7-8600K might be comparable to the i3-10100 comparison in the review.

Most any LGA1700 DDR4 motherboard will do.
I suggest DDR4 vs. DDR5 so you can reuse your ddr4 ram.
What is your cpu cooler?

You will need a cpu cooler with a lga1700 kit.

Simple test turn all your settings to low and off. That will be the max FPS your processor can put out.
Well it will very some some but a good indicator.

Also a 3080 and an intel i7 in 12000, or 13000 flavor with only a 750 watt PSU is dangerous. A 3080 alone can have transient spikes north of 500 watts and an intel CPU can pull 200w+. This can leave no room for other components. 850w is kind of the minimum for higher GPU + CPU combos now a days.
