Please help me to find the Good GPU , RAM , Processor Coolant System , Motherboard Coolant system. Right PSU/SMPS ? also please advise if i left any.

It will be great helpful, if you advise me with reasons for why this configuration is better choice.

My budget for Entire PC Build Would be 1000$ or Less

The 8400 is a very good gaming CPU, capable of supporting any current card due to its enormous boost clock... https://www.pcgamer.com/intel-i5-8400-review-the-best-new-gaming-cpu-in-years/
The price difference between the 8400 and 8600k doesnt justify the performance delta at that budget. A better card can serve him well.
Check if you can find some deals near you with the X1700 Ryzen, in the US you can get it for around 200$ which is better CPU than 8700, couple with a X370 Pro4 and you are set for a decent deal. For the PSU, get a Seasonic 550w. We don't know your budget so its hard to advise on the GPU etc... you have to tell us a bit more.

Thanks For the reply, My budget Would be 1000$ or Less and i will Buy from US Stores or Online .

Bottom line the Intel side will be better for Gaming but if you are also going to be using the PC for editing and encoding etc, then the Ryzen will be better..

If this is a pure gaming build then I would suggest the following Intel build that come in under $1000

This is based on the Intel i5-8600K which is a great Gaming CPU that is one of the best and beats nearly everything, only the 8700K is better. I have included a Z370 Motherboard which will allow you to upgrade later to a 8700K or even the new 9700m 9800 and 9900K coming out in October. Also included is 16GB of DDR4 3000MHz RAM. I have also included a Seasonic Power Supply which is amongst the best and will allow for better hardware upgrades later and finally a GTX 1060 6 GB...

The 8700 that you have chosen with the Gigabyte board will also do a great job..

Even better!!!! I was going to change the 8400 for the 8600K which would still keep him under $1000...but the 1070 on your side just does the business..
