Gaming PC Build?

I'm looking to build a PC. I know very little about PC builds. I want it to be powerful enough to run most games at Ultra settings in 1080p at 60fps. The budget has not been decided yet because I have no idea how much money it takes to build such a PC, but to put a budget on it, I'd say $700-$1200 depending on the turnout. I will need a monitor and an operating system. A new mouse and keyboard are not a prompt requirement

The main reason i ask this is because i dont know much about gaming PCs. i dont want to purchase a processor that is bottlenecked by the graphics card or vise versa (or any other obvious bottlenecks) After some research, it seems an SSD is farely important. I wont be needing any more than a terabyte of storage. and i figured 12 gb of ram or maybe 16 at the most is all i would need. I will not be doing much multitasking. I dont plan on recording, just gaming and maybe a web browser or two open at once

This looks great, then again i dont know much about gaming. Would you recommend windows 8.1 or windows 7? i have a laptop with windows 8.1 and i hate it, but i will deal with it if it's better for gaming.

Game performance difference will be minimal if there is any, but I'd opt for windows 8 as it is generally a faster OS and less resource intensive.
