Ok, so I was trying to get some opinions on the best gaming pc able to play Modern Games on max with a 24 inch monitor at a 1920 x 1080 Res.

Some Requirements:
-Must have an i5 or i7
-Must have a good enough power supply to support dual cards
-Must be below $2000
-Minimum FPS on said games must be 60

PCI 3 is NOT BECAUSE of Ivy Bridge. PCI 3.0 is the next step up from PCI 2.0/2.1 it'll increase the amount of bandwidth allowed, which you could say would allow for more performance. The only really stupid thing is that we haven't even fully taken advantage of PCI 2.0 yet.

i know it is not because of ivy bridge but it is going to be standard on all of the ivy bridge boards.

i am recommending that board because a NF2000 bridge reduces micro stuttering in multi-gpu setups.

If I notice microstuttering, can I minimize/eliminate it?
Yes. By running the game at a setting where your graphics cards are able to output more than the monitors refresh rate (that is, the maximum FPS the monitors are capible of; the pixels on your screen can only change so fast) microstuttering is eliminated completely. Most monitors have a refresh rate of 60 or 70Hz, meaning you would need 70 or 80 FPS to eliminate microstuttering. Also, running the game in Split Frame Rendering (SFR), with the top half being rendered by one card and the bottom half being rendered by the other, will eliminate microstuttering, but opens the door to tearing and a performance hit. I don't know if SFR is even still supported...

Micro-stuttering is a minor thing. In some cases it barely effects gameplay. When I micro-stutter sometimes I rarely die because the interval of the FPS drop is so small and the time that it occurs is short as well. People just make a big fuss about a second of disturbed gameplay out of probably an hour.
