Gaming PC Confirmation

Hi all, I'm currently looking at building a new gaming PC. Nothing too high end, just something to run Skyrim and Fallout and the like. The main thing is, it MUST be able to run the Witcher 3, not neccessarily in ultra high settings, but at least medium (current laptop drops the framerate so low Geralt looks like he has palsy). With that in mind, how does a rig like this sound:

CPU: Intel Core i5 Quad Core LGA 1150 3.2GHz
Cooler: Deepcool Gammaxx 400 CPU Cooler
Motherboard: Asrock Z97-PRO4/Z97/4xDDR3
RAM: G SKill 8G (2x4GB)
HD: Western Digital Blue 1TB Caviar
SSD: Transcend 128GB SATA III
Graphic Card: Sapphire R9 280X Vapor-X OC 3G WITH BOOST
DVDRW: Asus DRW-D4D3ST OEM SATA 24X
Case: Corsair Carbide Series 200R Compact ATX Case
Power Supply: Antect NEO 520C ECO 80Plus Bronze certified PSU 1x6+2 pin
OS: Windows 7 64 bit Home Edition

If anyone could confirm this setup would suit my needs (mainly the Witcher 3), that would be great. Being new into PC building, I'm finding it all a bit overwhelming.

Specify if you will overclock or not . I assume you wont being a first time builder. So a i5 4460(the one you mentioned i guess) will suffice and you dont need another cooler for that(stock intel cooler will suffice which comes inside the box) , with an h97 motherboard or h91 by asrock . Else go for i5 4690k with corsair h60 liquid cooling , z97 motherboard (solely for overclocking).
And while asking for builds specify budgets too , the build suggested by gaming_tech will cost 1.8 times more than your build .Also thermal grease for cpu is not included, bought externally.
Also for GTA V and witcher 3 nvidia graphics perform better. And their SLI is more efficient than crossfire.
