you going to overclock?
you prefer a smaller form factor or normal size case?
do you care about the looks? RGB? window case?
do you need a 3.5" external port for a dvd/cd/blu-ray player, etc?

This is what n US Dollars.

No need for a cool looking tower. Just need one that will fit everything in it .

Dont need Mouse or keyboard. Only need the tower, CPU, GPU, PSU, 16g of Ram. CPU needs to be liquid cooled. I already have OS. Need a 500 g ssd for storage.

No over clocking needed

i7-8700 - don't need the "K" unlocked version since you aren't overclocking. this comes with stock fan, you don't really need a liquid cooler if you aren't overclocking. if you insist on a liquid cooler, choose your corsair liquid cooling product but you will not need it.

ASRock B360M-ITX/ac - small, mini-itx motherboard for form factor size, if you wanted it smaller. you *do not* need a motherboard that will cost you more than around $120. you are not overclocking nor will you gain any benefit performance-wise from it.

Corsair 16GB RAM - DDR4

EVGA 1070 Ti - don't really need a 1080, especially since the 11 series is approaching. ##70 versions will do you perfectly fine. 1080 or 1180 is an overkill for your build style.

Corsair CS650M PSU - power supply unit

Samsung 970 EVO M.2 1TB SSD - this is an extreme version of a 1tb nvme ssd. you could get another 1tb ssd for half and half the speed but you probably wouldn't be able to see real world/use differences between this one and a 1tb sata style.

Cooler Master MasterBox Q300L - option 1 for case

Cooler Master Elite 130 - option 2 for case

Corsair Carbide 88R - option 3 for case

MasterFan Pro 140 - just an extra fan for cooling.

this is a smaller form factor style. the cost is around ~$1,550.

First: The 8700 will require an after-market cooler if you want ANY sort of reasonable noise/temp levels. https://www.tomshardware.com/reviews/intel-core-i7-8700-cpu-review,5638.html

Second: That PSU is not that good. For a $2500 budget, there's NO reason to sacrifice the PSU quality.

Third: No need to go for an ITX build here. Offers zero expansion possibilities.

$200 more nets you a better case, FAR better PSU, WAY stronger GPU, and also a more expandable board with a quiet, capable cooler.

Do note that even if you're not going the OC'ing route, I'd still advise going for the 8700k, as it runs at higher clocks/you can OC later if you want.
