Gaming PC, HELP! (Problems emerged)

hello, i am inquiring about ways to go about fixing my computer. Its not broken its just not performing well. I built it over the summer for gaming purposes and for the first couple months it worked fine. But ever since around September/October, it is not doing well. I have updated all the drivers/even updated to windows 10. Ive run multiple virus scans and nothing has been found. No clue what to do from this point. My build is http://pcpartpicker.com/p/JZPXt6. What do you mean not performing well? play the same games? same resolution/settings?

If you check task manager, are all the recourses (CPU, RAM) all maxxed out?
It's a basic check to check your hardware is under too much load.
