You get what you pay for, there is no magic configuration. Having said that, I sugest you dont go budget on the case, cause once you choose this, you will have this case for the next 40 years of builds. So choose your favorite. The same rule apply for fans, powersupply, keyboard and mouse. I like bitfenix cases, check them out. the one on my left is a Raidmax, but its discontinued

Well my first advice is to go on an AMD CPU because of you budget, you'll have more choices for cheap prices. Do you intend to buy also keyboard+monitor+mouse or do you have them already? If no you'd better higher up a little because it won't be enough. I suggest you to google some budget gaming PC build, I'm sure you'll find something interesting.. Here's something that you could start with

EDIT: I didn't include OS, either way it won't fit in your budget.

Well you can see for the case, there are plenty of cases out there and I'm sure you'll find one that will fit you, I'll suggest you to choose CoolerMaster or Bitfenix, they offer for all price ranges. Here's one random pick http://pcpartpicker.com/part/raidmax-case-atx809b
Now if you want to play WoW, I can say with pretty much no worries that it'll run it flawless, Skyrim is a heavy GPU demanding game, but you'll run it on high with no much problems I think.

yeah and not bad for price so another question or 2 man, if i wanted to upgrade would it have plenty of room and if i decide to get a different case what am i looking for the ideal case so it all fits perfectly? And another one if i wanted to switch out a different mobo for a different brand like say i switch out the gpu mobo and card for a different brand would i have to get a different case or would it fit in the case that i would have currently?

It's a mid range case, it's smaller than a normal tower, but I think it would fit anything you need, but again if you feel unconfortable, you can still choose a bigger case. It's all about your needs.
The motherboard (mobo) is a part of hardware different from CPU and GPU. Now you need a motherboard and CPU at least to have a PC as graphics are handled by CPU, but if you're building a gamer PC you'll need a good GPU the HD7870 that I put in the parts.

I'd definily would recommend a SSD but it'll be out of your budget. In any case SSDs are still expensive compared to HDDs but if you need one only for you OS, let's say that a 128 GB would be enough like this http://pcpartpicker.com/part/raidmax-case-atx809b

Ok so if i can a different motherboard than atx i will have to go buy a completely case? and is there any brand of SSD's in particular that is really good and won't fail me? and HDD's you mentioned what are those about? oh and i think i am getting this but any mid tower case that is compatible with ATX is ok with this build?

As long as you keep an ATX tower you'll be able to fit in it a ATX mobo, if you choose something else like Mini-ATX or MicroATX then it's a different story since you'll have to buy a specific case.
I've the Samsung myself and it's good so far after few months.
Western Digital are good HDDs.
Any mid-tower is good for standard ATX. Maybe you'll want to have fans or depth for GPU, it's all up to what you're looking at.

Well t'll run Skyrim without problem, but I don't think it'll be futureproof very long. Still I'm sure it's a good card if you don't mind playing on lowest settings for the two upcoming years.
I'm just wondering why you would go on a MicroATX build? Now if you plan on doing this particular build, you'll need to make sure the PSU has enough power, hope someone passes by this thread to help out. Sorry but I can't really tell if it's enough.
