No, if you ask me it's completely unlikely, you need something around 400-500 USD, or around 27000 Rs for a mid-end PC

A low-end PC can be built for $250, but that won't really run games in any meaningful capacity.
A decent gaming PC can be built for $400-$500.

Guys note that OP is stating budget in PKR(pakistani rupee) which is of less value than INR.
Depends on the prices in Pakistan.

omg i see a gtx 660 cost Rs 24000 ($250) so it means i will never be able to build a gaming pc

no even if you not buy windows as only a med end or entry level gpu will cost more than 10000 rs.
