Hello tom's hardware community I have a doubt that it's really killing me, I have like 1 month with a new system and I have nocited something. Everytime my pc loads something "new" it's lags out for a sec... it's hard to explain so I am going to explain thru examples:

I can play Hearthstone at 60 FPS, but when... for example an animation appears (Like activating Hero Power, or browsing a new page in my collection) my fps drops to 40-45 for a sec and then goes back to 60, but the second or the third time I activate it or browser my collection again the fps doesn't drop.

- It happens when open a menu In Dark Souls III for the first time

- It happens when I first enter combat in Skyrim

- It happens when playing an emulator like Dolphin (In Super Smash Brawl I can get constant 60 fps, but when I use an "special movement" that i haven't used it lags for a sec)

My system is the following:

Motherboard: ASUS PRIME Z270-A (New Component)
CPU: Intel I-5 7600k (New component)
GPU: MSI Geforce GTX 1070 Armor 8 GB VRAM DDR5 (New component)
RAM: Kingston Technology ValueRAM 8GB 2133MHz DDR4 (2x8GB) (New component)
SSD: Kingston Digital 120GB SSDNow V300 SATA 3 2.5 (Have 3 years with me)
HDD: Seagate Desktop 2TB 3.5-Inch HDD SATA 6Gb/s 64MB (Have 3 years with me)
PSU: Thermaltake TR-800P TR2 BRONZE 800W ATX 12V V2.3 / EPS 12V 2.91 SLI Ready CrossFire Ready 80 PLUS BRONZE Certified Active PFC Power Supply (https://www.newegg.com/Product/Product.aspx?Item=N82E16...) - Older piece I have (like 8-9 years with me).
Cooling System: Corsair H100 Watercooler (2 years with me)

I have been watching my temps and they are pretty good, so that cannot be the problem, or... is that a normal behavior or are I just overreacting?

Solution
1 PSU powers everything so poor PSU poor PC basic really
3 HWINFO will give you info on your machine or in the bios
PSU info
PSU Tier list tier 1-2 are good for gaming
http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list.html

I would recommend an EVGA SuperNova Gold G2 / or new G3 /GS / GQ, Platinum P2 / PS, or Titanium T2 or a Seasonic M12-II Evo or S12-II

GOOD PSU EVGA is a B2, G2, G3, P2, GS, PS, or T2. Avoid the EVGA B1 and G1 series

well it could be a lot of things
8-9 year PSU ??
screen conection to GPU ??
ASUS PRIME Z270-A bios updated to latest version ??
or somthing running on your machine ctrl alt del and task manager look for stuff you do not need running
is the ddr4 ram running at the right speeds

1) I know it's old and i wanna change it, but how can the PSU affect perfomance like that? really wanna know
2) Yes I updated my motherboard to the latest BIOS Version
3) How do i check if my rams are running at the right speeds?
4) I always check my system for malwares, I really doubt is that

Thank you for your time, some more help would be appreciated 😀

Could be bad optimization. I get the same issue regarding DSIII, although I don't mind since it never goes under 60.
In order to check your RAM speed, it can usually be done through task manager but you can use a third party program like MSI afterburner as well.
