Gaming PC, need assistance.

Hello, All.

I'm an aspiring PC gamer. I purchased my first PC about 3 years ago. It's a CyberPowerPC Gamer Ultra Gua250 wg AMD Fx -4300 3.8Ghz Gaming Computer. It's been a great PC, however recently it's been falling behind. My knowledge of hardware isn't the greatest. I kind of have a rough idea of what each component does, but not enough to diagnose my problem. (But I believe it's my CPU.) However, my knowledge of software is little to none. I've really gotten into buying new games on Steam and getting their sales and such. My main problem is, all my games are laggy. Id like to say it's my frame rates but I couldn't tell ya. Everything is delayed and I have to play most games on the lowest settings, which is a bummer for any PC gamer, I'm sure. Although, it's odd. I can play Skyrim with just enough lag to make it slightly annoying, however I play games like Minecraft and I get frustrated because their is such a low rate of frames. I really don't know if it's my GPU, my Graphics Card, or my CPU. It could be really anything in my mind. Which is why I'm here. Ive heard of bottlenecks, and as I understand, they're what holds you back. I'd like to say that I'm being bottleneck'd, but again. I do not know. If anyone can offer an assistance I'd greatly appreciate it. I do wish to uparade it so I can be one of those "PC cool guys" who play everything perfect. I'd also like to state that I get about 15 fps on World of Warcraft on medium settings. I'm not sure if that's helpful at all.

Edit: I also have an Asus Z97-a Mother board that my deceased best friend gave me. I'm unsure if that is more helpful than my current one.
 
Looks like the GPU is the bottleneck. The GT 520 is not a high end card. It is an older low end card. Get a GTX 750 Ti, GTX 950 or R9 380. If you are willing to spend another $200 (won't do as much as the GPU but still will help) you can plop an i5 or Xeon into that motherboard and get another performance boost though not as significant. So, buy a new GPU, and if you have the money, swap the mobo and get a new CPU.
Edit: I mean the Z97 if you are getting an i5/Xeon.
 



Okay, thank you so much. I have another question. Apart from not really knowing much about PC hardware, I also do not know how to shop for it either. I searched the GTX 950 into newegg and I found many variants to what I'm looking for. Some are by MSi and EVGA, and all of their MHz are different. Which one do I pick? How do I know that's the one I need?
