Gaming PC not booting/ Connecting to Monitor

Hi, I custom built a pc with the following specs: CPU: Ryzen 7 2700x MOBO: MSI X470 Gaming Plus GPU: GTX 1080 RAM: DDR4 3000Mhz Corsair Vengeance PSU: AX760 SSD: Samsung EVO 860 I’ve used this PC for about 2/3 weeks, and today I decided to OC RAM from 2133 MHz to 3000 MHz (Profile 2 on X470 was set to 2933 or something) I also decided to OC my CPU, but not by much. Everything was fine until I put my CPU back to default, and set my voltage from default 1.45 or 1.4v to about 1.35 v. Now the PC won’t boot or won’t connect to either of the two monitors I have via HDMI (tried 2 cords). I’ve noticed when I first boot the PC, there’s a red LED on the board labeled “CPU” that lights up for about 4/5 seconds, then turns off. Thanks for any help!

Tried resetting BIOS by pressing in the CMOS button for 10 seconds. Have short the switch for 10 seconds with battery in and out. Have also taken battery out for 10 seconds and put it back in. No luck.
