Gaming PC on a budget

Hey everyone. So I have around 1k Canadian dollars and I'm looking to get or build a PC that will run games well. Hopefully high but at least medium. I can go a little bit over that 1k but not extremely. I also want to be able to work and edit videos and photos on it. I want it to be able to run games like GTA V and The Crew nicely like I said hopefully on high settings. Anyone know a PC I can buy that will be able to do this? Or can anyone recommend a build?

You don't mention if it needs a monitor, keyboard, mouse and Windows. If photo and video editing is important. You'll want a good IPS monitor. At least 100% Adobe sRGB preferably 100% Adobe RGB.
