These readings are fairly meaningless. The moment a psu goes far enough out of spec to cause a restart you have lost any record of that momentary fluctuation.
Your screen shot indicates the PSU is operating within specs under load...do you hear any coil whine or other unusual noise that might indicate an issue ?
To have 12GB RAM it must be mismatched, what exactly do you have?
restarts can be caused by drivers corrupting in memory, run memtest on your ram and if it passes then it may be that your GPU is failing (Vram)
You should have a BIOS setting that it will not restart on failure then you may actually see a BSOD which would give us a clue.

That is different from BIOS to BIOS and I will have to refer you to your manual. Most bios's I have seen default to auto reboot on failure and it will happen so fast that we do not see if there is a BSOD.what is the name of that settings in bios ?

Can you try your GPU in a friends computer?
