Gaming pc that will run arma 3/2 on highest settings with smooth fps

I am looking for a gaming build that will run games like arma on high settings with a smooth 40-50+ fps.
My budget is £900.
The only things I want is an i7 4790k processor. I can stretch to £1000 if need be. I would like the pc to be amazing for games and also good for editing and Photoshop if possible. Thank you for you time and input
