Gaming pc under $1200?

Hi guys, I'm a noob at this and I really really need an upgrade for my pc. I have a budget of $1400. Can you suggest a good build? I want it with a GTX 560 ti. I don't know how it works but I did some research and people say it's a good deal. If you guys have a better one, preferably the best bang for the buck with the GTX 560 ti performance, please tell me Also can you recommend me a cheap good monitor with maybe 21-22 inch?
