Solution
Here's a suggestion if you want the benefits of Skylkae (mostly Skylake chipset), but the build above is solid as well:

Concerning the cpu: you can pick the i5 6500 instead because it's cheaper, but if you find the Xeon above for a good price, get it as it is the equivalent of an i7.
P.S. I picked the R9 380 4gb over the gtx 960 4gb because it performs a bit better for the same price, also AMD sems to be more optimised for DX 12 asynchronous compute (right now) but keep in mind that there is no fully capable DX 12 gpu on the market today. You can get a gtx 960 4gb if you want (you don't need an intel cpu with an Nvidia gpu, you can use an AMD gpu as well).

If you can't find the PSU suggested for a good price here's some good alternatives:
anything from EVGA G2, GS or B2 (not B1) lines;
SeaSonic S12II 620W 80+ Bronze (or the 520w model)
XFX P1-550G-TS3X
etc.
Don't pick Corsair CX, VS series as it's bad quality.

My recommendation:
Core i5 4690 (16210 - mdcomputers.in)
Gigabyte GA-H97M-D3H (7800 - amazon.in)
Corsair Vengeance 8GB (3399 - amazon.in)
Corsair Carbide 200R (4375 - theitdepot.com - if you can find cheaper anywhere else, get from there)
Antec VP500PC(3640 - flipkart.com)
GTX 760 (~17000 - snapdeal.com - could find cheaper ones if you do some smart shopping)

Total - 52424

Yeah, and the only ones he really could afford, are Intel i3 and GTX750/750Ti.
Both are still Intel cpu and NVidia GPU. Just like he wanted.
As for OS, I guess he might already have one since he has HDD.

This would be good, if he can go a bit over 50'000
Can bring the price down by getting 4460 and motherboard down to B85.
Also, GTX950 can be found for around 15'000. So could swap 760 with 950.

A B85 would have limitations, it's a business class mobo.
I don't like the 950. Seems a better choice to go for a cheap 960 instead.

OK then, how about this?

i5 4570 (14847 - mdcomputers.in)
Asus B85M Gamer (6799 - mdcomputers.in)
Corsair Vengeance 8GB (3399 - amazon.in)
Corsair Carbide 200R (4375 - theitdepot.com)
Antec VP500PC(3640 - flipkart.com)
GTX 760 (~17500 - snapdeal.com)

Total 50560
