Gaming PC Underperforming

So I have been using my gaming pc for about two years now, and I am having some significant issues.

My build is as follows:

Intel i7 950 @3.06 ghz
EVGA Nvidia 980 ti (ACX 2.0+ 6GB GDDR5)
Gigabyte x58 USB-3 Motherboard
Kingston Hyper X Fury DDR3 16gb RAM
Samsung 850 Pro 512 GB SSD
Corsair GS 800 Power Supply

In games like World of Wwarcraft, I get an average of 30 frames per second at maxed settings. It spikes up to about 45 in less crowded/active areas. From what I have researched so far, my rig is under-performing at a pretty significant level. I have tried disabling background programs, checking for bottle-necking in the GPU and CPU, and used Razer Game Booster to try and shut down unnecessary processors. At this point my primary solution is to replace the motherboard, RAM, and processor.

If anyone else knows what could be the issue, comments and ideas would be greatly appreciated!

I play at 1920x1080. I have not tried firestrike benchmark, but I have benchmarked on Superstition.

I was looking at the i5 7600k as a replacement. I would be switching out the motherboard for a MSI Z270 motherboard (model number from memory may be off a bit) and corsair vengeance RAM (2x8 GB).
