Question Gaming Performance Downgrade after CPU upgrade

I recently upgraded my i5 8400 to an i7 8700 and in games, the fps has dropped for some odd reason. The CPU is performing well in cine bench and other tasks, but for gaming, the fps is lower than my i5.

i7 8700 non-k
Gtx 1080
16gb Ram

The temps when idle are in the 30s and under load 50-60c with a hyper 212 evo

Drivers up to date?

Yup, all drivers are up to date. When I had first installed the cpu, it was being underclocked and stuck at 3.8 under load. After a bios reset. It was boosting to 4.3. But still underperforming compared to the i5 8400. Gpu temps are fine as well 68 under load.
