Gaming Performance Tanking after switching to Ryzen

So I recently swapped to ryzen and I haven't done a fresh install of windows. My frames in games keep dropping and although msi afterburner and the game says I'm at over 120 fps I'm getting crazy bad stutter and it feels like I'm playing at less than 30 fps. Is this a known issue due to not doing a fresh install of windows? If not I don't really want to bother but right now it is unbearable and I'm having a separate issue with gta V about it locking to 45 fps. Any fixes would be wonderful.

P.S I've been having lots of trouble with the mobo so let me know if it's possible that motherboard issues could be causing this.

Any change of motherboard should also be done with a fresh install of Windows. Performance and stability issues are common if not done.

I'll do a fresh install and see if it fixed the issue
