This is the best you can build in this budget. With a budget like this, you simply cannot play games in multiple screens at good settings. To play in good settings, you would have to change your settings to medium to play the games at good frame rates when playing in dual monitors. It is better to go Single Monitor which would play most games at ultra without breaking a sweat and still would give good frame rates. Hence it is up to you to decide whether you want to go single or dual monitor. But if you are going for dual monitors then this is the build plan i have for you :
