Gaming rig choices advice please

I currently run an older build that I have untill recently I have had zero problems with (965 BE 3.9o.c. 16gig ram new ssd and 1060 6g) My son was recently given by my father a I5 4460 in a dell 8gig rig with 750ti. Im pretty sure if i take the chip and build around it, give him mine of course it would be better for gamming My question though is, is it worth to build around this older I5 chip now or move to much newer tech when budget allows. This would becoming my new rig and would like to play star citizen on high, current rig only does med

The 4460 is largely better, they both use DDR3 ram, and size matters more than speed at that level and for those CPUs:

You could put an i7 4th gen in later, which will also be much better when star citizen comes along.

Star Citizen isn't a game for... non-enthusiast level systems, it's punishing no matter what, and it may never get optimized well.

Star citizen at medium will run smoother at least.
Well the idea was to build new system from the mb up for the I5 as it has a crap board and slow ram but if you don't think the chip it self with a better componetes will do what I want then I'll just let it be. If I may ask a follow up question tho, if I wanted a chip to "limp in" to star citizen with but have an upgrade path later, unlike now what should I be looking for...i5 6600 or i7? Thank you for your time

Thank you again for your advice, I was much more an enthusiast when I built this current system. This 965 "was" a nice chip. I guess I will have a dig through all the research and tips, advice here and start to dream big again. Thanks again
