Gaming/Streaming/Recording Custom PC

Hello everybody. I'm a little new to the whole Custom Gaming PC thing and need some help. I'm looking to start a youtube channel and or stream my gameplay. I need a PC that can run games like CSGO, GTA V, Fallout 4 and other modern games with the exception of Crisis 3 at 1080p 60fps while recording/streaming. NOTE: I do NOT need a monitor, headphones, mouse, keyboard, and microphone. My budget is $1500 but I might be able to stretch it by $200 USD. Thank you to anyone who helps!
