Question Gammaxx 300R?

What do you guys think of this cooler? This is being sold for 10$ here in my country. Is this already good enough for a Ryzen 3 2200g if overclocked? I haven't really finished building my system yet, but I will be placing 4-6 fans on my case. So should this cooler be enough or should I aim for liquid cooling or maybe a Gammaxx 400? (note: Gammaxx 400 costs around 25$ here)
Can anyone also recommend me good coolers? I'll see if it is available here in the Philippines 😅

Update: What's the difference between the 300r and the 200t? They have around 10$ diff in price but they look like they deliver cooling the same...
