Garbage performance GTA V, is there a fix?

This is my system

FX 8320 3.8ghz
8gb DDR3
Nitro+ rx 480 8gb oc
GX II 750w

The problem I have is that the stuttering is UNREAL and it happens when I have an hour or so playing the game, the frame ''doesnt drop'' it just freezes for a couple of seconds, the frame count reaches 0 almost every second and this is unplayable
 
Solution
There might be another solution and I'm hoping someone else can chime in but with GTA5 it seems like having it on an SSD solves many of the stuttering/ freezing problems.

Grass NORMAL
Ambient off
MSSA OFF
Everything else is on between high and normal also the sliders of the cars and people are almost all the way down

I dont have an SSD right now

Screen resolution? Does this happen with any other game?

Having GTA5 on an SSD also solves many problems people have with stuttering.

You might want to install MSI afterburner and record your temps for your GPU and CPU after gaming for a bit. They might be thermally throttling your system since you said it happens after gaming for a little.

Also update all drivers including bios

I have HWiNFO and I see the temps, they are fine I dont see any throttling, 60c max cpu and the GPU 75c max I think thats okay

I play at 1080p and no, this doesnt happen to any other game, I know I have a bottleneck and it shows but this bad? I can play Cities skylines without stuttering issues, I mean I have frame drops yeah but like this? no way I play fine Cities Skylines

As far I know I updated my drivers (and yesterday I unnistalled them to install them again), I dont know about the bios though

Yeah its a pretty demanding game even for high end rigs. Stuttering used to happen to me in GTA5 anytime I started driving but a new SSD solved that. If you can afford it I would suggest getting an SSD since it will benefit your machine even outside of games.

So the only solution and to try to see IF it solves the problem is getting an SSD? welp what a bummer alright, I will try to get one in a couple of weeks, thank you
