Garbled screen at bootup sometimes

After I got Windows Creators update, I sometimes get a garbled screen at boot up right after BIOS screen. I was forced to reset PC and it will bring up Windows login screen like normal.

I had MSI NVIDIA 1060 3 GB and the problem started after Windows Creators update. I then bought MSI NVIDIA 1070 8 GB (I was going to upgrade anyways). I still got a same problem.

I have uninstalled and installed the latest NVIDIA 381.89 driver. Rolling back update is not an option as I already deleted old Windows and created my own Acronis TrueImage. The problem did not show up until later.

Solution
In these sort of scenario's it's always a good idea to revert to your OS prior to the Creators update, which often means that you reinstall your OS using an older ISO image. Speaking of which it's always good practice to reinstall Windows 10 using Windows Media Creation Tools and using the latest ISO image to rule out any data/OS file corruption. Likewise you may try and perform a repair install and see if the issue is alleviated.

On another note I assume your motherboard BIOS is up to date...? If not, you might want to see if any updates are available. With GPU drivers, you should use DDU to uninstall your previous drivers regardless of which card you drop in or take out and reinstall with the latest stable driers.
