I've got a customer's Gateway NV53 with the same problem. I removed the battery and power cord, discharged the unit by holding in the power button for 20sec. Did not fix the problem. Removed the ram, hdd, disc drive, & radio. This also did not fix the problem - still no bios boot, just the fans run for a few seconds. From all that I can find on other sites and from the the NV53 Service guide (http://tim.id.au/laptops/gateway/gateway%20nv53.pdf) it would seem that the system board is bad.
