Gears of war 1 pc install problem

Hello,Im having problems installing Gears of War 1. I bought it off Ebay a few years ago, and its just been sitting in its case for a while, I think its a 2006 game, and it has a few scratches on it. But I dont think that disc damage is the problem because I think it would just say "Disc Damaged" But it doesnt. When I first put in the disc, It downloades. But after its done downloading, nothing happens. It just brings me to my desktop, the disk will spin for about 2 minutes, then stop. I dont think its even installing. But it shows up in my Uninstall Programs list in the Control Panel. I have tried Uninstalling it and Re-installing it, and same thing happens. Please help.

Not always.

Try making an ISO image. If it fails, you'll know the disc is damaged. if it completes, mount the ISO image and try installing from that in order to check if it behaves the same way.
