GeForce Drivers say I have to restart to install, but nothing changes once I restart

I'm trying to install the latest nvidia drivers for my two GTX 970s (SLI), but every time I try to, it says: "Installation cannot continue" and "A system restart is required. Restart the system and try again." I have restarted twice with no change. I have tried custom installation and express installation.

Have you cleared your drivers and then tried installing them again?

1) DDU to cleanup drivers:

2) If still stuck, try removing one card and see if that helps.

Other:
I wouldn't apply every driver update. Read the shown release notes as many just add support for a few games you might not even have.
