Question Geforce Gigabyte RTX 2080 super stuck at 1650MHz

So i just installed a Gigabyte RTX 2080 Super, which should obviously be pushing 1850-2000 MHz easily, but it's stuck at 1650 and if i try overclocking it even 10MHz my computer almost completely stops working. I'm running a 600W PSU which is the only thing i can think that would cause an issue here, but 600W should be plenty sufficient so i'm completely baffled at the moment. I've also already clean installed my Nvidea drivers so that shouldn't be the issue either.
Full Build:
MB: msi gaming pro carbon z370
CPU: Intel I5-8600k
GPU: Geforce Gigabyte RTX 2080 Super
RAM: 32GB Trident Z

Make and exact Model number of your PSU ?

Thermaltake SMART 600W ATX 12V V2.3/EPS 12V 80 PLUS Certified Active PFC Power Supply PS-SPD-0600NPCWUS-W

That's an average PSU, not the very best from Thermaltake, Though, I'm not saying the power supply is indeed the full culprit here.

Was this issue ever resolved? I'm having the same issue with my Gigabyte GeForce® RTX 2080 SUPER™ WINDFORCE. Aorus Engine is set to 1830hz, but my NZXT cam app and FurMark states that it stuck at 1650hz.
