[SOLVED] GeForce GTX 1060 6GB fans at 33% even when idle

My gpu (the 1060) fans spin at 33% even when the gpu temperature is at 30C-35C. I've tried turning them down with programs like msi afterburner but even there the slider doesn't go lower than 33%. (Though the fans spin faster if I increase them above 33% so the program is working fine)

Im thinking the problem might be in my ancient bios hewlett-packard k01 v02.05.

your motherboard's BIOS has nothing to do with the speed your GPU's fans run at.
doesn't even have any instructions related to this.

MSI Afterburner has issues controlling some non-MSI card's fan speeds.
if from a separate manufacturer, try the actual card manufacturer's control software and see if you get more control over the fan RPMs.

but what is wrong with 33% at idle?
that shouldn't even be very audible, if at all.
i always set my cards' fan curves to start @ 40% @ 30°C and they are silent until ~50°C where it ramps up to 60%.

The video card may not have a passive mode. NVIDIA's Founder's Edition cards for instance didn't have a passive mode.
