Of those three, the 6970 is the best one, and the 730 the worst.

However, the 6970 won't support DX12, but a newer card like the 7770, 7850 or R7 260/360 will do and perform well.

Well, I can tell ya that most of the Radeon HD 2000 to HD 6000 series can get quite hot. The TDP gets higher as the clocks go hiigher, but do not fret there because most of them dont overclock that well anyway. So the spec says 250w and that is close to what you draw with an overclock....
The GT 730 v2 is the one your talking about , yeah? so then it is GT 730 vs GTX 550 ti that is left. And when it comes down to it Fermi is not that far off from Kepler or maxwell in ways. aside from massive and more power hungry fermi cores(ALUs/Cuda cores/shaders) to the more efficient Kepler and Maxwell architectures. So you'd be giving up a bit of performance and memory bandwidth for a smaller, more efficient, and much less power thirsty GPU.
But when it comes down to it the HD 6970 is going to win the race here. I cant recommend getting a HD 6000 series based on the 3 ive used. None lived up to expectations for myself and terascale is actually quite old , yeah this is terascale 2 but it really began with HD 2000. I know this is probably not the answer your looking for,...... but i already typed it out. Hit reply if need be.

Everything depends on your whole system. A bad processor will bottleneck a good video card. Provide more details abolut your system.

I would personally go with a GTX 950, GTX 650 Ti, Radeon R7 265, Radeopn HD 7770

a 6970 is a lot faster than a 550 ti, good upgrade

pcie version doesn't matter, 3.0 cards are backwards compatible

This is a odd time right now for buying a new graphics card. with DX12 'right around the corner' , and i say that loosely , We must take into account the data available for current GPUs and how they perform in directx 12 and notably the ashes of singularity benchmark. AMD GCN 1.0 to 1.3 perform admirably while Maxwell the DX11 and DX12 differences are not as great. There is a few ways to look at these numbers. One being AMD current DX11 drivers are not performing well while Nvidia performance being the latter. The other way is that Maxwell does not support asynchronous compute and GCN well , it does support asynchronous compute back to the HD 7000 series. And Still no ssign of drivers for Fermi and Kepler. Yes Nvidia did state they would have it. Please excuse poor grammar and mistakes. If you feel like knowing a bit more on this very interesting topic, i suggest starting here (if you feel like just watching the video from their channel(youtube) scroll down , its there)

Why am i telling you all this you ask. well I guess i am saying that the HD 7790 is a good way to go for the prices they were being sold at.
