Geforce GTX 780 stays at stock clocks when idle!!!

I love my new gtx 780, but i noticed this one small issue. Even when nothing is running, the card stays at the stock clock of 940mhz. I thought the card was supposed to down clock to around 300mhz to save power and keep it cooler. This is bothering me because my card is at at least 50C all the time. I have tried different drivers and changing the power settings of the control panel but nothing is working for me. I monitored my GPU usage using afterburner and the card is doing nothing but yet it is at high clocks.
 
When you say control panel, you mean Nvidia control panel, or windows control panel? There is an option in Nvidia Control panel under configure 3d settings, and global settings tab to use max performance, or adaptive, it can also be caused by other software running such as Razor Synapse, possibly Logitech gaming software if your using any of them as well.
 
It is the nvidia control panel. I have it set to max performance and i tried setting it to adaptive and that did not fix the problem. I am running razer synapse and closing it did not solve the problem. Could it be that i have to reboot for the changes to have taken affect. BTW, thanks for the fast reply.
