Geforce Gtx 960 - Fan issue. HELP

I have had my gtx 960 for 3 months now and about a week ago, randomly one fan is always on and loud even when I'm just browsing the internet. I don't recall changing any settings. Usually the GPU is quiet even running GTA or League but now even when it's idle it is loud. Here is a screenshot of my SpeedFan - https://gyazo.com/63b5581fdfaf5f2539efa38acd38f471

What brand is it? Maybe you can set it to run the fans at a desired temperature.
