Question Geforce RTX 2060 low fps/low usage of GPU [PLEASE HELP]

Hello everyone, i'll try to make this as short and sweet as possible. I just bought a gigabyte rtx 2060 Windforce 6GB to upgrade my video card from a ZOTAC GTX 970. When i get into games, my fps is about 20% of what it should be. e.x: 80 fps in league when i should get about 300-400. 80-100 fps in CS:GO when i should get around 400-500.
Things i've tried:
Putting my brother's graphics card(GTX 1080ti) in to see if mine was faulty. Same problem
Fresh install of windows 10
Deleted all of my drivers with DDU and installed new ones.
Checking if my CPU was bottlenecking my GPU
Checking how much watt my GPU was receiving: about 22W while playing CS:GO

PSU: Corsair cx600
RAM: 8gb DDR3
Motherboard: H81M-S2H
CPU: Intel core i5-4460
GPU: Gigabyte RTX 2060
SSD: Kingston 120gb
HDD: Hitachi HDS721010CLA630 1TB

On what screen resolution are your playing Games, 1080p ? CSGO, LOL, PUBG and few other games, are more CPU-bound.

Your current CPU is kind of weak for the RTX 2060. It might also create a bottleneck as well, depending on the game though.

I think your CPU is very weak for an RTX 2060.
I'm not sure that's the problem....but it is definitely a potential problem.

....and I also think it's too slow for a 1080 Ti.

i'm playing games at 1920x1080. I'm sure there is some bottlenecking involved, but should it be that high? I know my CPU is way under my GPU now but i mean going from 400 fps to 90 is a realllly big jump. Also, i would like to add that when i'm playing for example: League of legends, my CPU usage doesn't go any higher than 70%
