[SOLVED] GeForce RTX 3090 not working on PCIe x16

Hello, thank you for reading my post. I recently bought a new PC (specs posted at the bottom). I can't get my GPU to work on all lanes. It's shows PCIe x16 4.0 @ X2 3.0

I have reached out to ASRock and they are telling me I can't do anything since I have a 10th generation Intel. No setting in bios or anything....I use it to play COD and am getting 80 FPS instead of 200+. This is my first computer so any help is greatly appreciated!

GeForce RTX 3090

64GB (4x16GB) 3200mhz

Storage:

WD BLACK SN750 1TB M.2, SEAGATE BARRACUDA 4TB 3.5 Inch HDD

ASRock Z490 Taichi

Cooling:

Software:

where exact did you see that x2? while idle or gaming?

The 10900k supports pcie 3.0 and not 4.0

I used GPU-Z and it showed that on the Bus Interface line

Yes, I am hoping however to be able to get x16 3.0 out of this
