It depends on chassis and fan/cooling setup.
If you have the equipment, why not test it and get back with us on the test results?

The further the gpu fans are from the side panel, the better, but now, the flow of the gpu's exhaust has been changed to where there is a larger volume of it's own exhaust making it's way back into the gpu cooler - exhaust comes out the sides of the card.

As far as i know yes, except founders edition 3080/3090 which have one intake at the bottom and have an exhaust fan on the top
