Hello,how can i get a computer monitor that can as well work as television set

if what you mean by this is that you want a computer monitor that you can plug your cable tv cord into and have it scan through channels just like a tv then you want to do one of the following:

buy a pc monitor with an internal tuner
buy a television instead and use it as a pc monitor

if you want another option:

buy a tuner card for your pc and use your pc as a media center
