[SOLVED] German umlauts won't display at the same time as Cyrillic.

So I have this problem where in some apps ukrainian text is displayed wrong. This is fixed by setting the system locale to Ukrainian. But when I do that, all the letters that are unique to german (which I am learning) will not display properly and will display as random cyrillic letters. So I have to switch to english/german as my system locale to see umlauts and ß. Turning on the beta option (control panel > region >administrative > change system locale > tick the box) to use Unicode makes all the unique characters question marks in rhombuses.
Is there a way to see both German and Cyrillic characters normally at the same time?

This means the apps you are using do not support Unicode. You need to use apps which do not depend on "System locale" setting.

Guess I'll stop using notepad then...

NotePad on Windows 10 is fully capable of Unicode - "Save As", "UTF-8".
