Get another GTX 970 or just wait for another upgrade opportunity?

Well, as described in the title, i am looking to improve my pc.

So, i have searched the forums for a similar case (Hardware and all), and i just couldnt find an answer that would satisfy me, so i decided to open this thread, hoping someone might be able to help me.
My old graphics card just recently died (R.I.P. Old Friend) and unfortunately, Amazon did not offer repairing (duh.) or had anyone of these leftover to give me, so they refunded me the money i paid for the card. And from that, i bought a MSI GTX 970 Gaming 4G. And now that Witcher 3 just released, i wanted to seriously go all out with the graphics, since im kind of the person that enjoys the deep atmosphere the game is trying to sell. However, i cannot seem to get a stable framerate with HairWorks turned on, which is unfortunate, since that is the feature i wanted to be able to use the most.

Now i thought about upgrading with a second GTX 970, since i practially didnt pay anything for the other one. Is that a valid option, or should i wait and go for a higher single card later?

For information purposes :
Resolution : 1920x1080
CPU : i7 4770K
Mainboard : Asus Z-87A
RAM : 16 GB DDR3-1600
PSU : BeQuiet PowerZone 1000W

It is certainly a valid option. Your PSU and CPU can certainly handle it,so if your budget allows it why shouldn't you? The gtx 970 is one of those rare cases where sometimes dual gpu is better than a single higher gpu. (I'm looking at you, gtx 980).
 
Well, okay, i just looked up in the manual for the motherboard, and it says that its has 2 pci-e 3.0 slots, however, when used in dual, both use only x8, with a single it uses x16.
Does that play any role in performance?
