Get frustate of virus

Hello,
I have format my pc with NTFS.

Now I want to remove those restored drives but Windows won't let me.
Noe i see folders 'Recycler' and 'System
Volume Information' folder (hidden).
My anti virus can't scan them. I just want to get rid off them.
how just help me.

Is there a way to delete these system folders?
Is it safe to delete these system folders?

Simple answer is

NO

Those folder are necessary for Windows to function and the reason they are hidden is so people do NOT delete them
